Immigration reform is one of those federal issues that takes years for the planets to line up to get anything done. It is very contentious in Congress. Legal immigration gets confused with illegal immigration. Within that there is a great deal of divisiveness between the "path to citizenship" side versus the "send them back home" group.
On the legal immigration side, increasing the cap for H1B and other related work visas gets tangled up in union politics as organized labor usually crows against any policy that supposedly hurts U.S. workers. Both major political parties get hit by the extremists in their respective parties for dealing with an important issue because it is very emotional.
WTIA is working with a coalition of business and other groups, Immigration Works USA, http://www.immigrationworksusa.org/ to push Congress to truly reform the immigration system. The attached letter will be sent to Washington's Congressional delegation to spur them to move the ball on this.
